Shakeups to report in both Senate leaders’ communications shops this week: Darrell Steinberg’s communications director, Jim Evans, is leaving the pro tem’s office to staff a new bicameral committee on political reform, chaired by Assemblyman Mike Feuer and Sen. Mark DeSaulnier. Nathan Barankin, who worked in Steinberg’s policy shop, will step into the coms director role, at least temporarily, joining press secretary Alicia Trost. On the Republican side, Hector Barajas has replaced Melanie Reagan as the on-the-record spokesperson for Dennis Hollingsworth… Workers at the Dept. of Mental Health arrived to work on Monday to find that the parking garage had locked them out. A rumor quickly spread that the garage hadn’t been reset to accommodate the loss of the Columbus Day holiday. Not so, said DGS spokesman Eric Lamoureux. “No, it  had nothing to do with Columbus Day. There was a power outage over the weekend, and the system didn’t reset itself.” There were numerous protests Monday over the governor’s decision to cancel the holiday, despite the fact that the labor contract calling for the change was never ratified by the Legislature. The garage was, however, seen wearing a purple t-shirt…
