Nearly two years ago, Jeremiah Mock heard a student in Marin County complain that her school was littered with e-cigarette waste. A health anthropologist by training, Mock did some shoe-leather investigating in a student parking lot, where he found a significant amount of e-cigarette and tobacco trash.

OPINION: Back in 2012, then Treasurer Bill Lockyer called for an early warning system that would give state officials time to proactively address local government fiscal emergencies before they wound up in bankruptcy court. We are now five years closer to the next recession and its attendant set of local government financial crises, but the state has made little progress toward implementing Lockyer’s proposed system.

A year-end report of California’s campaign law enforcer includes hundreds of violations, ranging from failure to report donations to money laundering to the infusion of millions of dollars in stealth cash to influence measures on the 2012 ballot. The 16-page annual report by the Fair Political Practices Commission’s Enforcement Division said violations involving two categories — political campaigns and lobbying — “were at the highest level ever in 2013” and that “conflict of interest prosecutions continued at record high levels.”
