Some Capitol observers have posed the question whether budget trailer bills in the California Legislature are “shielded” or protected from a referendum challenge. The answer to this question has not been addressed by the judicial branch, but we can certainly make an educated guess. Let’s consider a few points.

State budget fuels major new construction

On deadline, lawmakers are poised to act on the most extensive state building construction projects in Sacramento in decades. The $1.3 billion plan, about $200 million less than proposed earlier by Gov. Brown as part of his 2016-17 budget, was placed in legislation Monday before the Senate budget committee, where it awaits action.
