Capitol Weekly’s tracking poll of by-mail voters has been running since Oct. 13 and reflects the ballooning numbers of early returns. This electorate, as reported in a prior CA120 article, overwhelmingly leans Democratic, with a significant number of likely Republican voters still expected to turn out on Election Day. As a result, the findings on ballot measures explored in this initial report skew to the left. For experienced poll watchers, this is the opposite of the early exit polling that often skews Republican.

OPINION:Instead of moving forward with progressive and innovative policies that would expedite new housing or encourage Californians to take the risk and buy their first rental property, legislative leaders have decided to shelve most of those proposals and support failed policies that have been rejected by voters and communities for years.

ANALYSIS: A new presidential panel aimed at easing the affordable housing crisis is top heavy with business and developer interests, and does little to get at the roots of the problem. PPIC Survey: In the closing weeks of the fall campaign, Gavin Newsom holds an 11-point lead among likely voters in the governor’s race and Dianne Feinstein is ahead by 16 points in the U.S. Senate election. Two closely watched ballot measures—one to repeal the recent gas tax increase and another to expand local authority to enact rent control—are trailing.

What neither side predicted is that some California tenants faced a nightmare scenario before a single vote was cast. Rent was being increased at one building, the manager said, because “we’re facing rent control and more importantly, the likelihood of controls on increasing rent after vacancies.”
