California may well have the toughest gun laws in the country, but criminals still get automatic weapons and everyday people still head to the gun store in times of trouble. And the pandemic with its parade of woes has motivated thousands of first-time gun buyers. It turns out, while some Californians hoarded toilet paper and hand sanitizer, others bulked up on firepower.

The latest monthly tracking poll for the March 2020 Democratic primary election in California shows Massachusetts Sen. Elizabeth Warren increasing her share of the vote, for the first time pushing former Vice President Joe Biden down to third place among likely voters.

LAO: Ballot initiative would triple cigarette taxes

An initiative aimed at next year’s ballot to more than triple the tax on California cigarettes would raise at least $1.3 billion annually, with the money going to an array of health and other programs, according to the Legislature’s nonpartisan fiscal adviser. The Legislative Analyst’s Office reported Monday that the proposal to add $2 in taxes to a pack of cigarettes would increase the per-pack taxes to $2.87.

California voters, confronted by a multimillion-dollar advertising blitz, overwhelmingly rejected Proposition 46, which would have raised the cap on pain-and-suffering damages in medical malpractice lawsuits. But new legislation in the Capitol targets a slice of Proposition 46 dealing with the state’s prescription drug database. And rival forces that clashed over Proposition 46 are poised to do battle again.

John O’Hagan of the Division of Water Rights told the board that the state’s snow water equivalent — which is the amount of water that the Sierra snow pack will produce — is only 14% of average. He added the states reservoirs are only 50 percent of capacity. Both figures elicited a gasp from those present.
