California’s winding road ahead to ‘carbon neutrality’

California is known across the country as a trendsetter in climate regulations, with tough emissions standards and sweeping environmental protections. Freshman state Sen. Dave Cortese (D-San Jose), however, is pushing for more ambitious carbon-neutral rules that could move California further ahead of the rest of the nation. The effort, praised by environmentalists,  has drawn fire from utility workers and gas companies.

California’s plan to create an ambitious, $150 million public/private partnership to commercialize state-funded stem cell research edged forward this week as the deadline for applications closed on Monday afternoon. Little is known about the nature of the applications — not even the number received.

OPINION: This has been a crucial time in international climate negotiations. In December, in Paris, negotiators signed an agreement on the next round of targets and actions to succeed the Kyoto Protocol, which was signed in 1997 and will effectively close down in 2020. Negotiators established a new and meaningful agreement for multinational action through individual country “Intended Nationally Determined Contributions” (INDCs).
