Like most lobbyists, Eloy Garcia prefers to keep a low profile. But don’t let the softspoken Garcia’s demeanor fool you – he is a force for his clients. A former partner at lobbying heavyweight KP Public Affairs he is now a partner at Carpenter Garcia Sievers, where he represents a wide range of clients across a varied collection of industry sectors. But it is his work as a contract lobbyist for the Western States Petroleum Association that stands out from the rest. Garcia has been WSPA’s key political strategist for over two decades, having a major hand in every negotiation the groups has been involved in from cap-and-invest to the Low Carbon Fuel standard and beyond. He is widely respected for his expertise and ability to build solid relationships across party lines, a skill that allows him to work effectively and seamlessly with lawmakers, the governor’s office and other state agencies. In a world often defined by talk, Garcia is the quiet guy who just gets things done.
