A bipartisan group of state legislators are urging increased funding for California’s 84 rape crisis centers as reports of sexual assault and domestic violence rise under COVID-19 shelter-in-place orders.

When a person who has been sexually assaulted or is trying to escape a domestic violent situation comes to either of Community Solutions’ two offices, they will notice two things. First, the doors are open. Second, the waiting room has no chairs. As is the case with all of California’s 84 rape crisis centers, Community Solutions is continuing to provide services to clients in need during the COVID-19 crisis.

Sparse state funding for rape crisis centers — again

Despite a continued rise in California’s cost of living and the increase in the centers’ operating expenses, the state’s general fund contribution to its 84 rape crisis centers remains at $45,000 and $1.7 million from the State Penalty Fund, far less than the funding from the federal government through Congressional appropriations.

Of all the state’s residents, California’s 265,000 female farm workers are among the most vulnerable when it comes to sexual assault and rape. Farm worker survivors of sexual assault and those who are there to help them, California’s rape crisis centers, face many obstacles: survivors’ lack of English proficiency, immigration status, nature of employment, fear of employer retaliation, and distrust of authorities.

California’s 84 rape crisis centers are in a funding crisis. While California has experienced a steady rise in the number of reported rapes (over 5% per year since 2015), the state’s annual General Fund contribution to rape crisis centers over the past decade has been a miniscule $45,000.
