Like all things with government, there are a plethora of rules related to the California budget process. The provisions of law related to the State Budget are primarily contained in Section 12 of Article IV of the state Constitution. What are these provisions?
OPINION – Since my suggestion of reducing bill limits in the California Legislature does not appear to be taking hold, I have a new proposal to stimulate some discussion about this topic and would welcome feedback. Here is my proposal: How about requiring bills to be introduced at least one month earlier in the year?
The California Legislature has a combined 55 standing committees, with 33 in the Assembly and 22 in the Senate. There were 2,661 bills introduced during the 2023 Legislative Session. Those standing committees, and their hardworking consultants (along with their minority party counterparts), reviewed and analyzed thousands of bills during the past two years.

For the first time since 2009, more than 1,500 Assembly bills were introduced in the first year of the session. Meanwhile, in the Senate, the last bill introduced on the Feb. 27 deadline was SB 793, marking the lowest number of bills introduced in the Senate since 1989.
