Camrosa Water District, a public services provider in Ventura County, gets its water from a combination of groundwater, recycled wastewater, and the State Water Project, which transports water south through the state. Twenty miles away, another mid-size public water agency also founded around 1960 has a very different portfolio: Las Virgenes Municipal Water District gets virtually all its water from the State Water Project, which is managed by California’s Department of Water Resources.

Most media coverage, especially after the election, has focused on how a brand of digital terrorism – viral campaigns based on fake news stories, fueled by fake social media accounts and hacked computers – put before voters a mix of negative messages and falsehoods that had a huge impact on the U.S. presidential campaign.

OPINION: Back in 2012, then Treasurer Bill Lockyer called for an early warning system that would give state officials time to proactively address local government fiscal emergencies before they wound up in bankruptcy court. We are now five years closer to the next recession and its attendant set of local government financial crises, but the state has made little progress toward implementing Lockyer’s proposed system.

Calpensions: A key committee yesterday approved a drop in the often-criticized CalPERS investment earnings forecast, gradually raising record rates already being paid by state and local governments, if approved as expected by the full board today.

Trump offered no evidence about California voter fraud in his series of tweets. Trump spokesman Jason Miller cited a national study done by the Pew Research Center showing that approximately 24 million voter registrations in the United States are no longer valid or inaccurate. However, no one from Trump’s office has shown evidence of “serious voter fraud” in California.

California Republicans don’t have a deep statewide bench. But they may have a rising star in San Diego — Mayor Kevin Faulconer. “He would be a very compelling candidate for statewide office if he ever chose to run,” said state GOP Chairman Jim Brulte, who led Republicans in both houses of the Legislature. Faulconer, who came to power in the wake of the scandal-plagued administration of Democrat Bob Filner, has ruled out running for governor in 2018.

OPINION: Local leadership in California faces a threat – SB 1387. This bill would reduce the influence local leaders have on a regional board – the South Coast Air Quality Management District (SCAQMD) – by adding even more Sacramento-appointed representatives. The bill would also allow a state agency to overrule the policy decisions of this regional board.

To further explore the issue of Judge Persky’s possible recall, we conducted a poll of 776 registered voters within the county who would be passing judgement on a recall if it were to qualify for a future ballot. And, rather than a few loud voices of protest, our poll finds that two-thirds (67%) of Santa Clara County voters support a recall. Women, and especially younger women, are at the center of the storm with a more than 4-to-1 support.

OPINION: In the past 30 years, perhaps no legislative effort to bolster the state’s water policy has received as much attention as the management of groundwater. This effort lead to the expansion of water district powers, the creation of special act districts with unique powers, the authorization of voluntary plans and finally culminated in the Sustainable Groundwater Management Act (SGMA).

Yet recalling a sitting judge is almost unheard of, both in California and nationally.
