Roxanne is used to being harassed by the police. A trans woman, Roxanne – who uses only her first name – is an attorney. She owns two homes in San Jose about a mile apart and regularly walks from one to the other. Years ago, while exercising, she was arrested across the street from one of her homes, she said.

As protests mount over police misconduct in California and across the country, attention is turning to a largely obscure policy that has long shielded law enforcement officers — qualified immunity. At least one member of California’s congressional delegation — a Republican — has joined with a number of House Democrats in seeking to overturn qualified immunity.

OPINION: I recently signed a letter with state Sen. Connie Leyva, chair of the Legislative Women’s Caucus, and six other prominent women in California calling on J.J.Jelincic Jr. to drop out of the race for the CalPERS board after his history of harassing women was revealed by the Sacramento Bee. It matters that three women at CalPERS felt so uncomfortable working with Jelincic that they filed harassment charges against him, and that their allegations were upheld by the California State Personnel Board.

With only hours to spare, Gov. Jerry Brown headed off what was sure to be a multimillion-dollar initiative battle and signed legislation boosting the rights of consumers over how internet companies use their personal data. Brown’s signing Thursday afternoon came after a scramble in the Legislature to get the measure passed in the face of a tight deadline.

The Senate announced a contract with lawyers from two independent firms to investigate sexual harassment complaints, but attorney-client privilege could shield the investigations from public disclosure.

UC Berkeley – under federal investigation for its handling of sexual assault complaints and the target of a critical state audit – has a flawed system for dealing with rape allegations and an internal procedure that critics say shields assailants from criminal charges. The school is one of 55 campuses across the country being investigated by the U.S. Department of Education for allegedly mishandling cases of sexual assault.
