Looking at the voter file and codes from the secretary of state on registration methods, we can see hundreds of thousands fewer DMV registrations than would be expected since the lock down began.

The state’s Department of Motor Vehicles announced early in September that it sent 23,000 voter registrations with errors to the secretary of state. This included mistakes in political party selections, vote-by-mail options and 3,000 registrations from people who had opted not to be registered.

(Photo: Joseph Sohm)One of the ongoing themes in analyzing California’s 2018 elections is the impact of the reforms that were enacted in 2012 – the state’s open primary, the extension of term limits and the new district lines drawn by the state’s independent redistricting commission. Beyond these three, we also saw the creation of statewide online voter registration and a ballot measure to allow passage of an on-time state budget by a simple majority vote. This wave of reforms has made it incredibly difficult to discern the impact of each.

Unfortunately, a look at those rules offers plenty of reason for concern.

After being caught by a red light camera on a right turn in suburban Sacramento, Herships, 73, contested the $200 ticket. His fight has proven costly: He lost his driver’s license, and his 2014 ticket penalty ballooned more than eight-fold to a whopping $1,665, plus a $55 driver’s license reinstatement fee. Now he’s in federal court over a constitutional issue.
California drivers in a Los Angeles traffic jam.(Photo: ShutterStock)A motorist who faced more than $1,600 in fines for a traffic violation is suing the Department of Motor Vehicles and the state Judicial Council in federal court, contending that millions of California drivers had their licenses suspended illegally because they were unable to pay spiraling fees. “Traffic courts in California routinely impose exorbitant penalty assessments, fines and fees on all traffic court cases over and above the statutory fines” required for public safety, the pending suit contends.
