OPINION: There are more than 55,000 children in foster care in California and about 34 percent of them will be placed with relatives according to AdoptUSKids — that is, if social workers can find their family. When a child is removed from the home and placed in out-of-home care, relatives are the preferred resource because this type of placement maintains the child’s connections with their family.

OPINION: Over the last couple of years, our society has finally started taking instances of sexual abuse seriously. The most shocking and attention grabbing cases are of course assaults against children. State legislatures have begun to examine what can be done to help victims of sexual abuse and assault of minors.

The federal government has given California bad marks on monitoring the well-being of children in foster care. State officials were slow to investigate complaints of abuse or neglect, failed to notify investigators of serious sexual abuse allegations and didn’t follow up to ensure cases were resolved, according to an audit released by the U.S. Department of Health and Human Services’ Office of Inspector General.
