California voters, confronted by a multimillion-dollar advertising blitz, overwhelmingly rejected Proposition 46, which would have raised the cap on pain-and-suffering damages in medical malpractice lawsuits. OPINION: Imagine your friend built up $10,000 of debt from buying Christmas presents on credit. When he announces an intention to eliminate that debt, you ask how. He answers that, from now on, he’s going to purchase Christmas presents only with cash. Confused, you ask, “How do you pay off debt by not incurring more debt?” His response: “I don’t know, but my accountant says it works!” Believe it or not, that is the proposal California Governor Jerry Brown just made to eliminate $72 billion in state retiree health care debt.

Millions of Californians receive quality health care thanks to the Affordable Care Act and Medi-Cal. And though most would probably thank President Obama or the Governor for that, Peter Harbage, who passed away Tuesday at age 43, after a courageous fight with cancer, had a lot to do with it too. “Peter is the unsung architect of health care reform in the United States,” says Anthony Wright, Executive Director of Health Access, a health care consumer advocacy group.

Two seats held by appointees of former Gov. Arnold Schwarzenegger expired last week. A third became vacant following the resignation last month of Robert Ross, the president of the nonprofit California Endowment.

The debt or “unfunded liability” state Controller John Chiang reported last week for state worker retiree health care, $72 billion, is larger than the unfunded liability for state worker pensions reported by CalPERS in April, $50 billion. It’s a legislative legacy, a debt for state worker services received by one generation that lawmakers decided to let the next generations inherit.

Earlier this week state lawmakers came to Sacramento to take their oath of office and to officially elect Atkins, a San Diego Democrat, as their leader. OPINION: During his 14 years in the Legislature, Darrell Steinberg has been an exemplary public servant and, arguably, the state’s greatest legislative champion of this marginalized and, oftentimes, stigmatized population. He achieved unprecedented success in expanding mental health services.
