Stem cell initiative poised to qualify for November

The $5.5 billion California stem cell initiative is virtually certain to qualify for the fall ballot as the arithmetic of the signature count begins to fall into place. The measure needs only slightly more than the 67 percent of the signatures that remain to be verified as coming from registered voters. The qualification percentage of raw signatures so far is 78 percent.

Tracking poll: Warren leads, but California field still in flux

Our November tracking poll for California’s 2020 presidential primary election shows some significant changes in the field, with the national field gelling around four major candidates and the potential havoc of new candidates entering the race. The poll, in the field since April, has now surveyed over 7,500 likely voters, utilizing data supplied by Political Data Inc. It uses an online survey emailed directly to voters deemed likely to vote in the March Democratic primary.

Comeback eyed for pieces of redevelopment

Two years after Gov. Jerry Brown and the Legislature dismantled California’s $5 billion-a-year redevelopment program, Brown wants to bring some elements back — but he’s offering less money, a different name and a change in local voters’ approval. The crux of Brown’s plan is to expand the reach of the rarely-used, little-known Infrastructure Finance Districts. The districts, or IFDs, have taxing authority and are created with voter approval. They function on property tax dollars and focus on highways, transit and sewer projects, libraries, parks and child care centers.
