Today is Election Day and while we won’t be certain who is moving onto the general until after the polls close this evening, there is one group of people we already know are big winners: the campaign consultants. Campaign consultants for state-level races have pocketed more than $10.7 million so far this election cycle, according to a Capitol Weekly analysis of expenditure data downloaded last week from the California Secretary of State’s website, Cal-Access.

OPINION: The California Legislature is currently considering several proposals to put a $4 billion bond measure on a 2020 ballot for safe drinking water, drought preparation, wildfire prevention, and climate resilience. An $8.9 billion bond initiative has also been filed by environmental advocates. Many Californians might ask, “Didn’t we already pay for that?”

California voters are being asked to approve $16.4 billion in bond financing, cut taxes and weigh in on such diverse topics as kidney dialysis prices and farm animal living conditions in the Nov. 6 election. The 11 initiatives on the ballots include requests for bond financing for housing, water and children’s hospitals. Other initiatives would approve huge property tax savings for seniors, repeal the controversial gas tax hike and open the way to expand rent control. In the long tradition of California ballot propositions, fights over the initiatives have prompted record spending.

OPINION: The California Water Commission has the opportunity to create a new paradigm for water storage that delivers more cost-effective storage and an ability to ensure there will be enough water for communities, business and public purposes –keeping our rivers alive with enough water for fish, wildlife and recreation for people. That opportunity is to include groundwater storage in Proposition 1 allocations.

OPINION: The California Water Commission is currently evaluating 11 proposals that are competing for $2.7 billion of the Prop. 1 funds set aside for storage projects. In December, the applicants made their cases directly to the commissioners in Sacramento, describing their purported “public benefits” to satisfy Proposition 1’s funding requirements.
