An arcane but crucial subdivision of California’s foster care system may be teetering on the edge of failure because of what appears to be the actions of one vital insurance carrier that took a gamble on a child abuse case and lost big time.

OPINION – In California, the right to a normal and happy childhood is codified in law as part of the Welfare and Institutions Code 362.05. This means many things, but a critical part is that foster youth are entitled to participate in appropriate extracurricular, enrichment, cultural, and social activities for their age if they choose. A bill in the Legislature puts this all at risk.

OPINION: The California Legislature has taken an important step to protect unaccompanied immigrant children by passing AB 1140, the Unaccompanied Immigrant Children Protections Act. The bill guarantees that unaccompanied migrants cared for in California-licensed residential facilities and homes are safe and have the same rights as all other children in these facilities.
