Once again, the stage is being set for a multi-pronged battle in California between environmentalists and the Trump administration. On May 9, the federal government announced plans to open 725,500 acres of public lands on California’s Central Coast and the Bay Area to new oil and gas drilling.

The rubber is hitting the road, the gloves are coming off and California leaders are suiting up for battle. At least, figuratively. When the Trump Administration announced that it would commence offshore oil drilling across all national waters — including six locations in California — federal agencies struck against decades of bipartisan environmental policy in California.

As the state suffers through its fourth year of drought, most Californians say the lack of water is the single most important environmental issue facing the state, a dramatic increase over the number who expressed similar concerns a year ago. A survey by the nonprofit Public Policy Institute of California reported that 58 percent of Californians ranked the drought as the top issue — up 23 points from July 2014 and up 50 points from July 2011.

OPINION: The California legislature passed the Coastal Sanctuary Act, which banned offshore drilling in state waters in most of the state. But the way the Act was drafted, it created a loophole that makes it possible to start new offshore drilling in one place only in California: Tranquillion Ridge in Santa Barbara County.
