In parched, drought-stricken California, where water is considered liquid gold, the politics of power and wealth are playing out in real-time. The California Public Utilities Commission’s (CPUC) recent decision to allow the California American Water Company (Cal-Am) to proceed with its Monterey Peninsula Water Supply Project desalination plant is great news – that is, if you live in Carmel, Pacific Grove or Monterey.

OPINION: At the height of the recent drought, the legislature passed and Gov. Brown signed legislation, the Sustainable Groundwater Management Act (SGMA), that for the first time required California water agencies to account for groundwater pumping and held them accountable for the development of sustainable plans for the future. Groundwater accounts for approximately 30% of the state’s water supply.

OPINION: Our wet winter increased the state’s water supply and filled many of our reservoirs. But in many ways, the much-needed relief exposed the failure of the current water system and the lack of a cohesive federal and state plan to secure water for California residents and businesses.

As drought-parched California withers, salt water captures attention – again. Santa Barbara, which built a desalination plan more than 20 years ago and then abruptly shut it down because of costs, is considering upgrading and restarting the project and provide the city of 91,000 with about a fourth of its drinking water. The tentative price tag is $40 million. In Sacramento, the State Water Resources Control Board is poised to adopt new regulations in May governing desalination.
