OPINION: When the California Air Resources Board released the results of its May auction of carbon allowances, audible gasps from around the state could be heard from the space station. I kid – but only just a little. The auction results did in fact create a great shock: many had expected at least half a billion dollars to be collected at the quarterly auction, but the auction generated only about ten million dollars. But here’s the truth: The super-low May auction result should actually help the State’s legal defense of cap-and-trade.

Gov. Jerry Brown proposed in his recent state-of-the-state address that California should take steps to approve an aggressive new greenhouse gas reduction goal for 2030. This additional proposal would take California beyond the current 2020 goal set by Assembly Bill 32, the California Global Warming Solutions Act of 2006. The AB 32 Implementation Group is concerned that creating a 2030 goal will shift attention away from current regulations that are intended to meet the greenhouse gas emissions goal California’s elected officials adopted in 2006 for 2020.

An attempt to delay inclusion of transportation fuels in California’s program to fight greenhouse gases has been blocked by the leader of the Senate, who said any delays would harm the public’s health and diminish air quality. Senate Leader Darrell Steinberg, D-Sacramento, said the bill, AB 69 by Assemblyman Henry Perea, D-Fresno, would not receive a hearing before the legislative session adjourns on Aug. 31, a move that virtually assures the measure’s demise.
