California’s vulnerability to climate change — from deadly fires to sea level rise — has been well documented. But the Legislature’s nonpartisan fiscal adviser says the state, with rare exceptions, has only just begun to assess the risk climate change poses to roads, dams, parks and schools.

OPINION: Flashing Amber Alerts, public safety messages and directional traffic alerts – for decades, Californians have agreed this type of information is what belongs on the changeable outdoor message signs along our highways’ public spaces. Common sense and public policy says it is in the best interest of the public to keep this public right-of-way space limited to such content and free of blight.

The stunning region was slammed by storms last winter resulting in multiple landslides and a bridge failure that have largely isolated the region for six months. Now there are just two ways in south of where the Pfeiffer Canyon Bridge was demolished — take a rugged half-mile trail in, then take a shuttle or rent an electric bike, or make a lengthy detour in from U.S Highway 101.

California’s already poor roads deteriorated to a whole new level of disrepair this winter. Sinkholes have popped up throughout the state and major roads have closed because of damage. To cite just a few major examples: Portions of Interstate 80 and Highways 50 and 49 were closed due to mudslides. Parts of Highway 1 remain closed because of storm damage. Numerous local roads were battered severely.
One phone call started it all.
It was an anonymous tipster who alerted the state’s top auditor to faked overtime pay at Caltrans, but as the four-year investigation continued it turned up evidence of fudged data and safety testing violations at structures across the state.
