Zaremberg was 73; Hime, 74.

He has a vivid memory of watching Bush talk about “compassionate conservatism” and how important it is to encourage people to help one another. “Government is not the reflexive solution to everything,” said Chen, 44. “That was the vision.”

Prop. 17 would amend the state constitution to restore voting rights to prison inmates who have completed their sentences. Prop. 18, another constitutional amendment, would allow 17-year-olds to vote in primary and special elections if they become 18 by the next general election.
