CALIFORNIA BALLOT FORUM: 2024 Election Preview, September 11, 2024

Capitol Weekly presented CALIFORNIA BALLOT FORUM: A 2024 Election Preview, Wednesday, September 11, 2024. Through spirited discussion and reasoned debate, proponents for each side explored the strengths and weaknesses of the proposals in a conversation moderated by a journalist.

Proposition 32: Minimum Wage Increase

California has been gradually increasing its minimum wage for most jobs for years now. Under current law, it is set to increase to $16.50 per hour next year. Under Proposition 32, it would climb to $18 per hour, either in 2025 or 2026 depending on the size of the company, after which it would be tied to the rate of inflation.

Propositions 33 & 34: Rent Control and AIDS Healthcare Foundation Rules

Prop 33, the Justice for Renters Act, seeks to repeal a 1995 state law that prevents cities and counties from expanding local rent control laws. It is the third time that the proposal’s author, Aids Healthcare Foundation CEO Michael Weinstein, has sought to implement statewide rent control. Proposition 34 Prop. 34 would require that healthcare providers who spent more than $100 million on anything other than direct patient care over a decade and operated housing with more than 500 high-severity health and safety violations spend at least 98 percent of their revenue from the federal discount prescription program on patients…a proposal that would pretty much only apply to AHF.

The “Yes on 33, No on 34” side is presented by Susie Shannon. The “No on 33, Yes on 34” side is presented by Nathan Click.

Increased Penalties For Theft and Drug Crime

To reform or not to reform Prop 47, that is the question. Voters emphatically approved Proposition 47 in 2014, and just as emphatically rejected an effort to overturn it in 2020. But with a growing number of mayors, lawmakers and DAs around California voicing support for the kind of reforms Proposition 36 promises, will the third time be the charm?

The “Yes” side is presented by Tino Rossi. The “No” side is presented by Cristine DeBerry.
