Beall’s amendment doesn’t really seek to get rid of “the inequality of Prop 13 where people living in the same neighborhood in roughly the same value houses are paying vastly different tax bills based upon where they moved in.” Rather it is intended to allow more people to be on the side of paying less than their share of taxes and avoid being in the group that pay more than their share of taxes. If any wants to end that inequality and unfairness of Prop 13, why not propose doing just that, instead of carving out addition underpaying slots?
