Gov. Schwarzenegger has made implicit threats to veto a majority of the approximately 700 bills that are currently on his desk unless a comprehensive water deal can be reached. So, who’s got the most to lose? Below is a look at the members with the greatest number of bills on the governor’s desk, as of Oct. 7.  Not surprisingly, all of the members on our list are Democrats.
