Few would have expected that we were also effectively seeing the end of the primary election season — with subsequent elections throughout the spring either cancelled or run under the cloud of a viral pandemic.

In the past 20 years, we’ve seen changes to when the primary is held, then changed back, then back again. We’ve seen an open primary, then another version of the open primary. We shook up the Legislature with term limits, then imposed different term limits. We have moved increasingly to vote by mail, shifting the timeline of our elections.

About 11.8 primary election million ballots were mailed during the past month — 5.3 million to Democrats and about 3.1 million to Republicans, according to figures compiled by Political Data, a firm that markets campaign information.
With California voters turning increasingly to the mail box to cast their ballots, five counties have set up an expanded vote-by-mail system for this year’s elections. Sacramento, Madera, Napa, Nevada and San Mateo are swapping out more than 500 neighborhood polling places and replacing them with nearly 80 high-tech “vote centers.”
