“Why is this so hard?” That’s what Matt Rexroad, owner of Redistricting Insights, tweeted repeatedly when he saw news that downtown Sacramento City Councilmember Katie Valenzuela faced a recall from residents of the uptown neighborhoods in East Sacramento. The problem: It wouldn’t be a legal recall. But confusion over that fact seemed to drag on for weeks.

As California rents and property values continue to rise, it should come as no surprise that three housing-related measures will face voters on the November ballot, targeting veterans’ home loans, local rent control and housing construction for the homeless. Statewide, the average rent on a one-bedroom apartment is about $1,400, and a home costs $440,000 — far more than double the national average of $180,000.
Analysis
We often read about the “wheeling and dealing” among elected officials that occurs in state capitols across this country, including Sacramento. While some Capitol observers refer to it as lawful deal-making, others characterize it as improper, or even unlawful, vote trading. So which is it?
