OPINION: Last week, I started as the vice president of Redistricting Partners, a Sacramento-based firm known for its advocacy before the California Redistricting Commission and work doing voting rights analysis and redistricting for local governments. As I take this leap, I am constantly thinking about one person, Congressman Darrel Issa, and the story that for me really crystalizes the importance of the redistricting process.

This is Darrell Issa country: The 49th Congressional District runs along the coast from southern Orange County to northern San Diego County. Its proximity to military bases such as Camp Pendleton, a substantial retirement community and other demographic factors have made the district a longtime Republican stronghold. But the nature of the district is changing and he may face a significant reelection fight this year from Democrat Doug Applegate, a retired Marine Corps officer and a lawyer.

The retirement security of California’s retired, current, and future teachers and the stability of the state’s pension fund for educators would be put at risk if a ballot measure addressing those issues is approved by California voters next November, according to an internal analysis by CalSTRS that I requested as chairman of the Assembly’s Committee on Public Employees, Retirement, and Social Security.

Ronald Reagan’s Legislative Director – is not encouraging duffers to pitch a hissy fit when things go wrong on the course. The rapidly growing cost of state worker retiree health care, a more generous benefit than received by active state workers, soon could be taking a bigger bite out of the state general fund than pensions. As if trading places, a new forecast expects the annual general fund payment for state worker retiree health care, now $500 million less than the payment for pensions, to be $500 million more than the pension payment in six years.
