Errors in the new California Motor Voter registration system may undermine the credibility of elections, some worry. The state’s Department of Motor Vehicles announced early in September that it sent 23,000 voter registrations with errors to the secretary of state. This included mistakes in political party selections, vote-by-mail options and 3,000 registrations from people who had opted not to be registered.

This story is really about two populations that we have known could, someday, dominate California elections: Millennials and Latinos. A hefty chunk of the new voter registrations for California’s June 7 presidential primary election occurred during a 48-hour period this week, stemming from a Facebook effort urging people to sign up, according to the state’s elections officer.

As we enter the June primary, we have an electorate that has been seen in polling to be more energized and with a desire to vote more commonly in general elections. The last time we had anything close to this kind of engagement was during the 2008 presidential primary. Since then, we have seen a 35% growth in No Party Preference registrations and an 88% spike in the number of Permanent Absentee Voters. In total, the population of non-partisan voters who get their ballots by mail has nearly tripled.
Analysis
The California Voter File is a massive and constantly changing dataset. At the end of the 2012 election cycle, it grew to over 18 million voters. But with recent purges from county election files, it has dropped down to its current 17 million. As we near a major statewide election, we expect to see an uptick in registration and growth of the overall voter file. The state’s registration is likely — again — to exceed 18 million, and potentially even reach 19 million by November.

Jean Shiomoto, who grew up on a pear farm in the Delta, has one of the toughest jobs in California – she runs the Department of Motor Vehicles. In this car-happy state – by one estimate, L.A. County alone has 5.9 million registered automobiles, more than all but five states – anything do with with automobiles is a big deal.
