California Attorney General Xavier Becerra is remaining mum on regulation of “snake oil,” stem cell clinics as the Golden State pursues a go-slow approach to cracking down on the dubious treatments.More than 100 such clinics are operating in California, the most of any state in the nation. New York state earlier this month took the lead among states in attempting to regulate the clinics.

Once thought of as a sacred cow, Proposition 13, the tax revolt measure passed in 1978, is now under attack. Schools and Communities First, a coalition of nearly 300 groups and leaders, has qualified to put an initiative on the Nov. 2020 ballot that would lift caps on property taxes for commercial and industrial properties.

FairWarning: More Americans are bicycling or walking to work these days, but with little government investment in safety measures, such as protected bike lanes and sidewalks, more cyclists and pedestrians are getting killed. In San Francisco, the hit-and-run deaths of two female bicyclists in a single day in late June spurred community outrage and a plan to add 15 miles of protected bikeways, more than doubling the city’s current total.

CA120: Our online California poll of 1,165 high propensity Republican voters has Trump currently atop the leader board by a comfortable margin. Trump receives 41% of the vote, to Ted Cruz’s 23% and John Kasich’s 21%. A separate sample of 466 Republicans registered since the turn of the New Year has Trump ahead 53%-21%-15%, indicating that Trump’s overall lead among the expected turnout is a few points greater.
