Friday night, my wife Jodi got home after a long week. Trying to decide what we should do, she flipped through some channels, looking at the networks, a couple sports channels, a few news channels, HBO and Showtime, and then finally announced “I don’t think there’s anything good on TV, let’s go see a movie.”

Galena West, a veteran lawyer at the Fair Political Practices Commission, has been named chief of enforcement at the agency, which serves as the state’s campaign ethics watchdog. West replaces Gary Winuk, who left earlier to go into private practice. West, who has been on the FPPC staff for 10 years, has served as acting enforcement chief since March.

In a major victory for organized labor, Gov. Brown signed into law Sunday night a bill blocking state funds to cities that don’t pay the prevailing wage on public works projects – a measure aimed directly at charter cities, some of which have sought to avoid paying the prevailing wage in order to save money.
