Rather than fixing its system during its five-year felony probation, Pacific Gas & Electric Co. instead spent the time, which ends today, “on a crime spree” of negligence, causing 31 wildfires, 113 deaths, thousands of lost structures and a half-million charred acres, according to the federal judge who oversaw the probation.

OPINION: In a fairly rare occurrence, this year’s primary election in California could actually matter in terms of who becomes the Republican Party’s nominee. California had a chance of being relevant with March primaries in 1996, 2000 and 2004; however, Bob Dole and George W. Bush already had largely sealed their deals.

Field Poll: Former Secretary of State Hillary Clinton’s once commanding lead over Vermont Senator Bernie Sanders has declined to just six points. Clinton is currently the choice of 47% of likely voters in this state’s Democratic presidential primary, while 41% now favor Sanders. Clinton’s current six-point lead in California is only about half the margins found in each of the last two Field Polls conducted in January and October.

Calpensions: Three years ago CalPERS investment earnings hit bottom in a Wilshire consultants report that ranks the performance of big pension funds — dead last among its peers over the previous five years. Last week a new Wilshire report showed CalPERS investment earnings steadily climbing up the ranks, finishing in the top quarter of big pension funds during the last three years.

FIELD POLL: The poll finds a statistical tie in the non-partisan contest for Superintendent of Public Instruction. Likely voters currently divide 31% in support of educator Marshall Tuck, 28% for incumbent State Schools Superintendent Tom Torlakson, and a huge 41% undecided.
