State’s rigid funding rules hurt community colleges

OPINION: Earlier this month, the nation’s largest system of higher education, the California Community Colleges, reported that it had met a key goal of increasing by 20 percent the number of students who earn college credentials. While this is impressive, there is more work ahead to meet the remaining goals that are focused on closing achievement gaps for students of color and for students living in poorer regions of the state.

“Open Data” is a hot topic in the Capitol, and as legislative deadlines approach, it’s worth updating on where the issue stands, and what to keep in mind as the state considers a path forward. Standardized and freely shared, public data can inform policymakers as well as state residents about the operations and performance of government.

LAO: Lawmakers should look closely at Brown plan for retirees’ health care

The LAO, noting that most of Brown’s plan bypasses the Legislature, says lawmakers should hold hearings on state worker retiree health care, going back to square one, 1961, when the benefit began. Times were different then. Workers were at risk of losing health coverage when they retired. Now state workers are eligible for federal Medicare at age 65.
