Deadly opioid overdose epidemic overshadowed by COVID-19

OPINION: A record 3,200 Californians lost their lives to opioids in 2019 — well before the stress and disruption caused by COVID-19 caused overdose deaths to spike to new highs nationwide. By May 2020, powerful synthetic opioids such as fentanyl caused California’s 12-month all-drug overdose death rate to spike nearly 27%, significantly faster than the national average.

When Democratic Gov. Gavin Newsom concluded the chaotic legislative year Wednesday — his deadline to sign or veto bills — what emerged wasn’t the sweeping platform he and state lawmakers had outlined at the beginning of the year. But the dozens of health care measures they approved included first-in-the-nation policies to require more comprehensive coverage of mental health and addiction, and thrusting the state into the generic drug-making business.

Delays, uncertainty mark state investigations of group homes

ProPublica reviewed more than 450 complaint investigations undertaken by the agency between 2009 and 2014 from roughly 50 Level 14 group homes, the residential facilities for California’s most acutely disturbed children. More than half the investigations produced “inconclusive” findings, meaning that no determination of facts was reached in cases that involved sexual abuse, physical assaults, drug use or inadequate care at the facilities.
