OPINION: Imagine paying the insurance premiums on your home for years, thinking you’re protecting yourself against disaster. Then, horribly, one day your house burns to the ground in a catastrophic fire. Only then do you find out the shocking news that your insurance policy will pay the cost to replace your home – but only up to the value of what the home was worth in 1967, back when Lyndon Johnson was President.

Weeks after returning from the Paris summit on climate change where he was hailed as a leader in the movement to limit greenhouse gases, Gov. Jerry Brown has proposed a new transportation budget that celebrates the car. In 2016-17, Brown wants to spend $16 billion on transportation, and most of that would go toward making it easier for people to drive. The Democratic governor wants to build new roads and highways and repave old ones, and use more technology to speed traffic.
A shift in power at the Orange County Transportation Authority board in part reflects a dispute over power in the largest town in OCTA’s jurisdiction – Anaheim. Major issues are at stake, as OCTA is a significant entity in O.C. ruled by a politically savvy, 17-member board.
