The drought-era plan, backed by Gov. Brown and the Legislature, dramatically scales back and replaces the $11.14 billion borrowing that originally faced voters. Brown signed the legislation shortly after the vote.

In the race for state controller, the top three candidates are Fresno Mayor Ashley Swearengin, a Republican, and Democrats Betty Yee and John Pérez. The largest single amounts from independent expenditure committees, or IEs, came from the California Teachers Association in the race for Superintendent of Public Instruction.

The state’s elections officer on Tuesday cleared the way for the measure’s backers, led by organized labor, to circulate petitions for signatures of registered voters. The proposal needs the signatures of 504,760 voters to qualify for the November ballot. The deadline to submit the signatures to election officials is July 10
A major Sacramento-based lobbyist and his firm have been fined a record $133,500 for throwing fundraisers for politicians and candidates – parties that violated the state’s laws governing gifts and campaign donations to public officials. The enforcement arm of the state’s Fair Political Practice Commission posted the settlement with lobbyist Kevin Sloat and the firm, Sloat Higgins Jensen and Associates, on the FPPC web site on Monday.
Gov. Brown summarily rejected the notion of a per-barrel tax on California oil as it comes from the ground, a move that sharply limits the political options of the tax’s backers who hoped to get a bill through the Legislature to raise perhaps $2 billion annually.
An effort to beef up campaign disclosure rules prompted by the dramatic, multimillion-dollar infusion of stealth cash into the November 2012 elections could be on the governor’s desk by the end of the month – in time for this year’s races.
