With the special election to recall Gov. Gavin Newsom less than two weeks away, the share of California likely voters who say they would remove Newsom still falls short of a majority, while about half of likely voters do not currently have a choice for a replacement. Among California likely voters, 39 percent would vote yes to remove Newsom, while 58 percent would vote no.

California taxpayers could be on the hook for millions of dollars if the recall of Gov. Gavin Newsom fails. That’s because of a little-recognized provision of the state constitution that declares: “A state officer who is not recalled must be reimbursed by the State for the officer’s recall election expenses legally and personally incurred. Another recall may not be initiated against the officer until six months after the election.” (Article II, Sec. 18.)

Water and the lack of it is the No. 1 issue confronting California, and most people across the state believe their neighbors aren’t doing enough to deal with the drought. The nonprofit Public Policy Institute of California reported that nearly four in 10 of those surveyed said water and drought was the most important issue, about double those – 20 percent – who saw jobs and the economy as the key issue.
