Come March 28, Vito Imbascani is scheduled to be sworn in as the new chairman of the $12 billion California stem cell agency – an 18-year-old state program to develop revolutionary treatments for such things as brain and blood cancers, heart disease, diabetes, sickle cell disease, spina bifida, incontinence, blindness, arthritis, HIV, stroke, epilepsy and much more.

They are John A. Pérez, former chair of the UC board of regents and former leader of the state Assembly, and Emilie Marcus, executive strategy officer at the UCLA School of Medicine. It is now up to the 35-member stem cell agency board to choose between the two.

It is now on a pace to hand out $38,000 an hour, 24 hours a day, seven days a week. That would amount to $519 million in awards between this time last year and the end of the agency’s current fiscal year in June.

Art Torres, vice chairman of the California stem cell agency, is working on the measure, which is expected to be authored by Assemblyman Kevin Mullin, D-San Mateo.

Brown to replace state Attorney General Kamala Harris, who was elected to the U.S. Senate on Nov. 8. Becerra, 58, who will be the first Latino to serve as California’s top law enforcement officer, will formally take over the attorney general’s office next month, when Harris leaves for Washington, D.C.
