The California economy is booming at a record pace. The State’s unemployment rate is at a historic low of 4.2 percent, with investments in technology, health care, transportation and construction projects helping lead the way. But the Golden State’s success has been uneven.The economic wave of prosperity missed some of California’s most vulnerable populations, leaving some of the most diverse and socio-economically disadvantaged communities behind. The City of Inglewood is one of those communities.

This is Darrell Issa country: The 49th Congressional District runs along the coast from southern Orange County to northern San Diego County. Its proximity to military bases such as Camp Pendleton, a substantial retirement community and other demographic factors have made the district a longtime Republican stronghold. The measure, SB 743, was offered as a district bill sought by Senate Leader Darrell Steinberg, D-Sacramento, for a local project to make the city attractive to the NBA’s Sacramento Kings. Gov. Brown later signed the measure.
