Alex Padilla, California’s chief elections officer and a former state legislator, was appointed Tuesday by Gov. Gavin Newsom to fill the U.S. Senate seat of Vice President-elect Kamala Harris. The appointment is historic: Padilla, 47, becomes California’s first Latino U.S. senator, representing a state in which about 38 percent of the population is Latino.

A Wall Street public finance expert who says analyzing California’s fiscal condition was the “defining passion” of his career is the state’s new legislative analyst. He is Gabriel Petek, 47, who until recently was Standard and Poor’s chief credit analyst covering California from an office in San Francisco.

Galena West, a veteran lawyer at the Fair Political Practices Commission, has been named chief of enforcement at the agency, which serves as the state’s campaign ethics watchdog. West replaces Gary Winuk, who left earlier to go into private practice. West, who has been on the FPPC staff for 10 years, has served as acting enforcement chief since March.
