Ever since Ronald Reagan signed the Lanterman-Petris-Short Act in 1967 granting people with severe mental illness greater rights and speeding the emptying of state asylums, governors have been sidestepping the issue, until now. Unlike governors before him in this state or perhaps any other, Newsom is confronting the issue of untreated mental illness.

It began with a married pair of Democratic staffers in Congress, outraged at the success of the hard-right Tea Party. That vocal GOP off-shoot showed that a disciplined minority could leverage policy, woo voters and bend the party leadership. So Ezra Levin and Leah Greenberg, stunned by Donald Trump’s electoral victory, founded a group called Indivisible, which 17 months later has developed into a loose-knit national movement.

For voters in California’s 17th Congressional District, the Democratic match-up will be familiar. The Silicon Valley region is gearing up for yet another race between incumbent Congressman Mike Honda and challenger Ro Khanna, who nearly took the seat from Honda in the 2014 midterms. That year, they faced each other in the primary and, again, in the general election — which Honda won.
