California’s bullet train may be in trouble again, as a recent court ruling and potential funding obstacles have plunged the transportation project into further uncertainty. The latest setbacks add to lingering questions over whether the $64 billion project can both meet its scheduled completion date and guarantee enough funding.

OPINION: The administrative procedures, technology systems and people who manage elections are the essential elements of self-governance – the distribution of ballots and information, the collecting, the counting, the reporting. Like much of our public infrastructure, these systems are not always adequately maintained or updated, until they make headlines themselves.
They’re called Veterans Treatment Courts, a little-known part of the judicial system that deals specifically with military veterans crippled by stress, drugs and the memories of war. The specialized courts can be found around the country. But only 12 of California’s 58 counties have this service for veterans.

First CalPERS announced last year that it was cutting the eye-popping pension of a former city of Vernon official, Bruce Malkenhorst, from $551,688 a year to $115,848. Then yesterday the CalPERS board approved the recovery of a $3.5 million pension overpayment from Malkenhorst, 84, who retired in 2005 from the tiny industrial city south of downtown Los Angeles known for corruption.
Calpensions: President Obama said he has directed his labor department to propose rules showing states how to create what in California could be an “automatic IRA,” a payroll deduction that puts money into a tax-deferred savings plan unless workers opt out. The rules are expected to answer a key question: Is Secure Choice exempt from a federal retirement law, ERISA, that not only has employer administrative costs but may also expose employers to liability for failed investments and other problems?
