To political experts up and down California, California’s new Motor Voter law is a question mark that likely will involve rethinking some practices and require a great deal of new effort. To Democrats, it’s the long-overdue removal of a barricade to full participation in California’s civic life. To Republicans, it poses a danger that a flood of illegal immigrants will start participating in political decision-making.

Election 2014: Revised term limits and the top-two primary system — which pits candidates against each other regardless of party affiliation — appear to have lessened the likelihood of such contentious battles, according to one analysis. That’s because it all comes down to timing.

Like the city, Fletcher was once seen as a conservative, serving most of his four years in the Legislature as a Republican. But last year, in the same mayoral race where San Diegans deserted their right-leaning tendencies — and so did Fletcher. Republicans weren’t pleased and they have spent heavily against him, distrusting him since he changed his party.
