Yvette Baptiste’s son Andrew was born with Klippel-Feil syndrome, a bone disorder where the neck vertebrae are fused, causing pain and limiting movement. But even though Baptiste, as the Executive Director of Eastern Los Angeles Family Resource Center, was a seasoned health advocate, it still took more than a year to find a new doctor to treat her adult son.

California’s political watchdog, facing 2014’s high-stakes statewide elections in which a relatively small number of donors put in more than $158 million to influence voters on ballot propositions, closed hundreds of cases with settlements – the most in its 40 years of existence.

Jerry Brown’s quest for state office began more than 45 years ago in Los Angeles and ended Saturday afternoon in the small town square of Williams, the pleasant farm-belt community where Brown’s ancestors settled in the 19th century.

In the face of $150 million in opposition spending, two ballot measures to regulate health insurance insurance rates, require drug testing for doctors and ease caps on medical malpractice awards have declined sharply in popular support, according to the final Field Poll of this year’s election.

A high-stakes ballot measure going before voters Nov. 4 has divided California Democrats, with the state party and some of its most prominent politicians on opposite sides. The initiative, Proposition 45, would empower the state’s elected insurance commissioner to approve health insurance rates.

Led by medical insurers, opponents of two November ballot initiatives aimed at regulating insurance rates, raising the limits on pain-and-suffering awards and requiring doctors to be drug tested have raised nearly $92 million from their largest donors, according to figures compiled by the state’s political watchdog.

Field Poll: Voter support has diminished for Propositions 45 and 46, two health–related ballot initiatives on the upcoming California general election. Currently, 41% of likely voters are inclined to vote Yes on Prop. 45, the Health Insurance Rate Changes initiative, 26% are on the No side, while a growing proportion (33%) are undecided.
