With cannabis taxes to rise on Jan. 1 and a legitimate business landscape plagued by a thriving black market, California’s marijuana industry faces uncertainty. The tax hike — like others before it — stems from a state law requiring the California Department of Tax and Fee Administration to recalculate the cultivation tax rates once a year because of inflation.

California sought to reform its juvenile justice system by housing young people closer to their communities in facilities that are intended to replace the youth prisons run by the Department of Juvenile Justice. If Los Angeles County’s experience is any indication, making that shift is more difficult than expected.

Governor backs penalty to pay for health insurance subsidies

Claire Haas and her husband are at a health insurance crossroads. If they were single, each would qualify for a federal tax credit to help reduce the cost of their health insurance premiums. As a married couple, they get zip. “We talk about getting divorced every time we get our health care bills,” said Haas, 34, of Oakland. She has been married to her husband, Andrew Snyder, 33, for two years.
