Gov, Gavin Newsom and legislative leaders agreed Friday to extend California’s eviction moratorium to Sept. 30 and fully cover the cost of low-income renters’ missed payments. The agreement comes after weeks of uncertainty about the future of the moratorium, which would have ended on June 30 without an extension.

A controversial bill to reinstate federal tribal recognition to a long defunct Siskiyou County American Indian rancheria is stalled in the House of Representatives amid questions about the group’s authenticity and motivations. House Resolution 3535, sponsored by Congress Doug LaMalfa, R-Richvale, would reinstate federal recognition to Ruffey Rancheria, a home for “landless Indians” in Etna approved in 1907 and terminated by Congress some 50 years later.

One of the ongoing themes in analyzing California’s 2018 elections is the impact of the reforms that were enacted in 2012 – the state’s open primary, the extension of term limits and the new district lines drawn by the state’s independent redistricting commission. Beyond these three, we also saw the creation of statewide online voter registration and a ballot measure to allow passage of an on-time state budget by a simple majority vote. This wave of reforms has made it incredibly difficult to discern the impact of each.

A worried Herald Fire Protection District board discussed the possibility last week that the fee for leaving CalPERS may be around $400,000, an amount some members fear could push the small district in southern Sacramento County into bankruptcy. Earlier this month, Transparent California reported that the suburban Sacramento Metropolitan Fire District has 216 retirees receiving annual pensions of $100,000 or more, and a dozen of those are $200,000, or more.

Because the system is underfunded, the CalSTRS board has made no inflation adjustment in the death benefit since 2002. The board was told that it could have increased the death benefit by about 34.7 percent during the period.
