Public education is always a hot political issue in the Capitol – even more so when times are tight – and over at the state schools’ superintendent’s office they’re getting their communication ducks in a row. Former Capitol political staffer and trouble-shooter Rich Zeiger – a former editor of the California Journal – will be Tom Torlakson’s No. 2 man. For communications director they are bringing in Paul Hefner, a veteran political operative and spokesperson who served as a spokesperson to former Speaker Bob Hertzberg and as a consultant to former Speaker Herb Wesson, and who most recently worked at Ogilvy PR. Before he started making the big bucks, Hefner had a real job as a political reporter and editor at the Los Angeles Daily News. Meanwhile, Hilary McLean, who served as departing Superintendent Jack O’Connell’s communications director, is heading to Sacramento-based Capitol Impact as public affairs manager. The firm specializes in policy and project development.
