It isn’t spring time in Sacramento, far from it, but people have been giddy and smiling throughout the Capitol – mostly Democrats but some Republicans, too – and all because Jerry’s in and Arnold’s out. Good vibes in the building never last, and given the budget that awaits us Monday, these won’t either. That’s when the oxen will start getting gored, beginning with social services. But until then, there seems to be mixture of hilarity and anticipation, tinged with dread.
