Much has been made of Alex Padilla’s arrival in Sacramento before he has even gotten here. Padilla, 32, already has served two full terms on the Los Angeles City Council, and as council president since 2001. In 2005, he was elected president of the League of Cities. He has proven an effective fund-raiser, a talent he showcased in his primary battle against Assemblywoman Cindy Monta
