Audio: Governor declares state of emergency, more furloughs
Gov. Arnold Schwarzenegger addressed reporters today after he failed to reach a budget accord with the Legislature. Schwarzenegger said the Legislature "refused" to address the budget crisis, and declared a fiscal emergency until the situation is addressed.
